Professor Nicolai Dose holds a Senior Professorship for Political Science and Public Administration at the University of Duisburg-Essen. He serves as the Managing Director of the Rhine-Ruhr Institute for Social Research and Policy Consulting (RISP). His research focuses on governance, policy analysis, public administration, regulatory impact assessment, state steering, the German political system (particularly parties and federalism), and environmental policy.
Professor Dose's research interests center on the intersection of governance theory and practical administrative challenges. His work examines how theoretical governance frameworks translate into practical administrative outcomes, with particular attention to bureaucratic behavior, policy implementation, and citizen interactions with public services. He has made significant contributions to understanding regulatory impact assessment and digital transformation in government.
His publication record reveals a consistent focus on improving administrative practices. Recent work addresses digital transformation in government (particularly electronic case files in the justice system), gender biases in administrative language, diversity in municipal administrations, and talent exchange programs between public administration and the private sector. His 2024 publication with Daniela Strüngmann examines implementation of German federal immission control law across different states.
Professor Dose has successfully mentored numerous doctoral students, including Leon A. Lieblang (who received the prize for the best dissertation) and Daniela Strüngmann (who received the Rector's Prize for the best dissertation in 2020). His former student Laurin Friedrich received the Behavioural Public Administration Best Paper Award for research on gender biases in administrative language.
He actively engages with policy makers, having served as an expert witness before the Committee on European Affairs of the Hessian State Parliament regarding regulatory control councils, and before the Legal Committee of the German Bundestag on better legislation and bureaucracy reduction. He currently leads a research project on diversity in municipal administrations conducted with researchers from Ruhr-Universität Bochum and TU Dortmund.
Professor Dose maintains an active research team including Laurin Friedrich and Frederik Brandenstein, and continues to supervise doctoral students in the field of public administration. His work bridges academic research with practical policy applications, demonstrating commitment to evidence-based governance and administrative improvement.
