Naoko Shibata is a Professor in the Department of Autonomous Administration at the Faculty of Law. Her academic focus lies in Anglo-American law, local autonomy theory, and basic law, where she explores intergovernmental relations and comparative local government systems.
Professor Shibata's research delves into the intricacies of local autonomy, examining the significance of local self-governance, central-local government dynamics, and internal policy processes within municipalities. She employs comparative analysis with other nations' systems and historical contexts, including the Meiji Constitution era, to evaluate contemporary frameworks. Her work on common law encompasses U.S. constitutional history, federalism, and practical aspects of American legal education and governance.
In her seminar, Professor Shibata mentors 30 undergraduate students who conduct comparative studies of Japanese local ordinances. Research themes include:
