Daisuke Miura serves as Professor in the Department of Self-Government Administration at Kobe University's Faculty of Law, specializing in administrative law with emphases on local government systems, environmental regulation, coastal zone management, and French administrative jurisprudence as the historical foundation of the discipline.
His research examines the theoretical interplay between local government ordinances and national legislation, questioning whether central rules should override locally crafted regulations. In his Environmental Law Research Seminar, he trains students to become community-focused government officials by analyzing conflicts between local autonomy and national frameworks. Prior to academia, Miura worked at a securities company during Japan's economic bubble burst—a formative "Lost Decade" experience that prompted his return to legal studies after university drama club involvement.
Miura champions Kobe University's tradition of student honesty as essential for public service development, while advocating for French administrative law's conceptual principles to strengthen modern governance. His work bridges historical legal theory with contemporary local autonomy challenges, particularly in environmental policy contexts.
