Murat Karaboga

Murat Karaboga is a political scientist and project manager at the Fraunhofer Institute for Systems and Innovation Research ISI in Karlsruhe, specializing in the Information and Communication Technologies (ICT) unit within the Department of Emerging Technologies. He concurrently serves as a Lecturer in Political Science at Goethe University Frankfurt’s Institute for Political Science. His academic journey includes a BA in Political Science, Philosophy, and Education from Philipps-Universität Marburg (2010) and an MA in Political Science from Goethe University (2013). He completed his PhD in 2021 under Prof. Sandra Seubert, focusing on GDPR emergence and privacy beliefs.

His research emphasizes technology assessment, digital policy, and privacy governance. Key projects include studying voice/speech recognition, deepfake impacts, and eye-tracking privacy (PRETINA). He has contributed to EU policy analyses on AI regulation, data acts, and the Digital Services Act (DSA), advocating for privacy-preserving technologies and ethical AI integration.

Notable publications span GDPR policy frameworks, blockchain privacy challenges, and ethical AI governance. His work bridges academic research with applied policy consulting, addressing societal implications of emerging technologies.
