Mohammad Habibur Rahman is a Professor of Public Administration at the School of Political Studies, University of Ottawa, and holds a seconded academic role. He concurrently serves as a Contract Instructor at Carleton University's School of Public Policy & Administration, teaching ECMP 5006 in summer 2024. He is also an Affiliated Researcher at the Centre on Governance (University of Ottawa) and a Non-Resident Research Fellow at the Mohammed Bin Rashid School of Government (Dubai, UAE).
- Education: Fulbright Scholar at Maxwell School of Citizenship and Public Affairs, Syracuse University (USA), and Research Associate at York Centre for Asian Research (York University, Canada).
His research focuses on public administration, governance, administrative reforms, digitalization, agile/smart government, and leadership. He has published over 60 peer-reviewed articles and books on topics like public policy, civil society, environmental policy, and knowledge management.
- Awards: Fulbright Scholarship (USA).
He mentors students through thesis supervision and research collaboration, and has advised international organizations including UNDP, World Bank, and Asian Development Bank. His consulting expertise spans governance, civil service reform, and project management across Bangladesh, Canada, UAE, and others.
He has directed research courses (e.g., FSS 4150 at University of Ottawa) and led executive training programs on leadership and Canadian foreign policy.
