Giulio Quaggiotto is a Policy Fellow at the UCL Institute for Innovation and Public Purpose (IIPP) within The Bartlett Faculty of the Built Environment. He is also a Senior Programme Manager at the Mohammed Bin Rashid Center for Government Innovation in Dubai, focusing on innovation strategies for public sector and international development organizations.

Giulio’s research and professional work centers on fostering experimental practices in government, leveraging big data for public policy, and integrating user-driven innovation into systemic reforms. His career spans roles at UNDP, Climate KIC, World Bank, and WWF, with a focus on technology-enabled solutions for global challenges.
His recent publications highlight trends in public sector innovation, including the evolution of government labs, blockchain applications in development, and cultivating an experimental culture. Giulio has led initiatives such as the Jakarta Lab of the UN Global Pulse and served as an MIT Research Affiliate. He also teaches at Milan’s Politecnico University as part of the Service Design Master’s faculty.
