Mindaugas Šimonis is an Associate Professor at Vytautas Magnus University, Faculty of Law, Department of Public Law. He has been actively publishing research since at least 2001 on topics related to human rights, judicial ethics, and court administration.

Šimonis has published extensively on judicial ethics and court administration, with his most recent work (2019) examining how judge professionalism and court administration quality are essential for safeguarding fair trial rights. He co-authored a 2018 textbook on legal professional ethics that takes an innovative approach to legal education. His research on judicial ethics in court administration (2017) provides systematic analysis of European practices, while earlier publications have examined forensic expert regulation (2015), mediation implementation in Lithuanian courts (2014), patient autonomy (2006), and doctor-patient legal relations (2005).
Collaborations: Šimonis has collaborated with other researchers including Gabrielė Juodkaitė-Granskienė, Jurgita Paužaitė-Kulvinskienė, and Simonas Minkevičius on forensic expert activity regulation (2015).
