Michael John Williams serves as Associate Professor in the Public Administration and International Affairs Department at Syracuse University's Maxwell School of Citizenship and Public Affairs, with a courtesy appointment in Political Science. He directs both the International Relations M.A. and Executive M.A. programs while leading the International Affairs Seminar Series through the Moynihan Institute of Global Affairs. His scholarly profile is further enhanced by senior affiliations with the Center for Strategic and International Studies (CSIS) and LSE IDEAS.
Williams' educational background includes an honors B.A. with distinction from the University of Delaware, an M.A. with distinction from Humboldt Universitaet zu Berlin, and a Ph.D. from the London School of Economics and Political Science (2006). His academic journey was supported by prestigious fellowships including the Robert Bosch Fellowship and LSE Departmental Scholarship.
A leading expert on transatlantic security since 1945, Williams' research concentrates on NATO evolution, U.S. foreign policy formulation, and strategic culture analysis. His work examines historical conflicts (Afghanistan, Kosovo) through contemporary lenses like the Ukraine war, exploring connections between law, liberalism, and military conduct. Recent publications reveal intensifying focus on NATO adaptation to hybrid threats and nuclear deterrence challenges in Europe.
His 15 most recent publications (2015-2025) demonstrate consistent scholarly output across book chapters, policy briefs, and journal articles, with growing emphasis on Ukraine war implications and institutional adaptation. Key thematic trends include NATO's institutional resilience, strategic culture's impact on military decision-making, and legal frameworks governing modern warfare.

Williams currently leads two major externally funded projects: 'The Carnegie Policy Planning Leadership Lab' (Carnegie Corporation) and 'Rethinking European Security for the 21st Century' (Charles G. Koch Foundation). As program director for 50+ M.A. students annually, he emphasizes policy-relevant research through capstone seminars and the International Affairs Seminar Series, which connects students with practitioners from NATO, CSIS, and European defense ministries. His recent advisory role for Airbus GMbH on transatlantic defense cooperation provides students with industry engagement opportunities.
Though not leading a traditional research lab, Williams shapes scholarly discourse through the International Affairs Seminar Series and Center for European Studies affiliations. His editorial role at International Politics and frequent media commentary in The Guardian and Washington Post extend his influence beyond academia into policy circles, particularly regarding NATO adaptation and Ukraine war implications.
