Dr. Michael Cole is a Senior Lecturer at the University of Liverpool Management School, specializing in governance, public administration, and climate change-related governance challenges. With a career spanning multiple institutions (Glamorgan, Northumbria, Exeter, Plymouth), he has maintained a focus on UK devolution, local government reforms, and cross-national studies of political leadership in China.
