Melinda Haas is an Assistant Professor at the University of Pittsburgh’s Graduate School of Public and International Affairs (GSPIA), with a secondary appointment in the Department of Political Science and an affiliate role at Pitt Cyber. Her research focuses on U.S. foreign policy, international security, and the interplay between law and covert action. She holds a PhD from Princeton University, a JD from the University of Pennsylvania Law School, and a BA from Bucknell University.
Her work examines congressional oversight of covert operations, intelligence-sharing strategies between aligned states, and historical case studies of U.S. covert actions. Notable publications include analyses in International Security and International Journal of Intelligence and CounterIntelligence. She teaches courses on international affairs, U.S. foreign policy law, and espionage.
Haas has received grants from the GSPIA Faculty Research Program, Global Studies Center, and Princeton’s Bobst Center. Her honors include the Kenneth W. Gemmill Fellowship and the Gerald R. Ford Presidential Foundation Travel Grant. She advises students on topics ranging from constitutional law to national security policy.
Active in academic service, she chairs the GSPIA Planning and Budgetary Committee and serves on editorial boards like the Joint Special Operations University Press. Her research extends to state-sponsored assassinations and the ethical implications of intelligence practices, reflected in her book project Secrecy and Oversight: U.S. Law and the Domestic Politics of Covert Action.
