He concurrently holds leadership roles as Chief International Officer, Director of the Ozmen Center for Entrepreneurship, and Director of International Programs. Dr. Tosun earned his Ph.D. in Economics from Syracuse University's Maxwell School in 2001, following an M.A. from Boston University (1994) and B.A. from Bogazici University, Istanbul (1993). His academic journey reflects deep expertise in public policy and economic analysis.
His research centers on public finance with emphasis on tax policy, regional economics, and demographic economics. Key contributions examine retiree migration's fiscal impacts, casino gambling's economic consequences, and intergenerational conflict in education funding. Recent work pivoted to pandemic economics, analyzing localized government responses across Nepal, Indonesia, Vietnam, and Poland, while maintaining focus on tax uncertainty and fiscal decentralization. His methodological approach combines empirical analysis with policy-relevant applications across diverse institutional contexts.
Analysis of his 2018-2022 publications reveals three dominant trajectories: (1) pandemic response economics with cross-national comparative studies, (2) tax policy uncertainty impacts on corporate finance and default risk, and (3) fiscal decentralization effects on conflict and municipal finance. These intersect with his longstanding interests in border tax effects and demographic-economic interactions, demonstrating remarkable continuity in core research themes despite evolving global challenges.
Dr. Tosun's scholarly recognition includes:

Current grant activities focus on pandemic economic recovery and cross-border tax compliance.
