Meelis Kitsing is the Rector and Professor of Political Economy at the Estonian Business School (EBS), a nonprofit private university with campuses in Tallinn and Helsinki. He previously held strategic roles in the Estonian government, including Head of Research at the Riigikogu's Development Monitoring Centre and advisor to the Government Office. His academic work focuses on the political economy of digital ecosystems, scenario planning, and governance challenges in the digital age.
Educated at the University of Massachusetts Amherst (PhD), Fletcher School (MALD), and London School of Economics (MSc), Kitsing has taught at over a dozen universities globally. His research bridges political economy perspectives with scenario planning to explore alternative futures for digital platforms and governance systems. Recent projects include analyzing geopolitical risks for transnational corporations and exploring Chinese investments in European digital infrastructure.
Cited in outlets like The Economist and Financial Times, Kitsing's work emphasizes the intersection of technology, policy, and global economic dynamics. He co-authored Lessons from Estonia’s Education Success Story and authored The Political Economy of Digital Ecosystems, which applies scenario planning to envision transformative digital futures.
