Małgorzata Ofiarska

Dr hab. Małgorzata Ofiarska, prof. US is a full Professor at the University of Szczecin's Faculty of Law and Administration, affiliated with the Department of Local Government Law. She holds the position of Professor US and has served in numerous academic leadership roles including Deputy Dean for Science and Quality of Education, Head of the Department of Local Government Law, and coordinator of the Administration program.

Her research focuses on local government law, specifically administrative procedures, municipal finance, and intercommunal cooperation. She has authored over 350 publications including 12 books, with recent work emphasizing metropolitan governance, financial mechanisms for public tasks, and environmental policy frameworks. Her studies explore legal structures for municipal subsidies, tax systems, and cross-jurisdictional collaboration.

Prof. Ofiarska's articles from 2021–2024 reflect trends in Polish local governance, including pandemic-era housing support, low-emission project financing, and institutional evolution of municipal associations. Her work often bridges legal frameworks with practical fiscal strategies, addressing challenges in urban development and administrative compliance.
