Maya Sen is a Professor of Public Policy at Harvard Kennedy School (HKS). She holds a Ph.D. in Government and an A.M. in Statistics from Harvard University, as well as a J.D. from Stanford Law School. Her research focuses on law, political economy, race, and statistical methods. Key works include Deep Roots: How Slavery Still Shapes Southern Politics (2018) and The Judicial Tug of War (2020). She has testified before Congress and presidential commissions, and her work has been featured in major media outlets.
Her research examines historical legacies of slavery on Southern politics, judicial behavior, and ideological polarization. Notable recent studies include a decade-long survey revealing the U.S. Supreme Court’s growing conservatism relative to public opinion (2022). Sen also explores cognitive dissonance in political preferences and judicial empathy’s impact on rulings.
Sen’s awards include the 2019 William H. Riker Book Award. She teaches courses on the Supreme Court and policy, and her work engages with contemporary debates on judicial reform, democracy, and institutional change. She contributes to policy discussions via her HKS affiliations, including the Women and Public Policy Program.
