Dr. Mavuto Kalulu is an Assistant Professor of Economics at the University of Central Arkansas (UCA) and an affiliated scholar at the Arkansas Center for Research in Economics (ACRE). He holds a PhD in Economics from the University of Mississippi (2014) specializing in public choice and industrial organization, along with an MBA from Lincoln University. His primary research focuses on governmental transparency, good governance, K–12 education policy, and the impact of charter schools.
Previously serving as a full-time policy analyst with ACRE (2014–2022), he co-developed the groundbreaking Transparency Index evaluating county-level web transparency in Arkansas. This work emphasizes improving fiscal accountability and public access to governmental information. His research has been featured in journals like the Journal of Development and Communications and Southern Business Journal, alongside op-eds in major Arkansas newspapers.
Key research contributions include analyzing how charter schools influence traditional public school performance in Arkansas, debunking myths about charter school demographics and funding, and exploring corruption's impact on electoral outcomes in developing countries. His interdisciplinary work extends to the Interdisciplinary PhD in Leadership Studies program at UCA.
Dr. Kalulu has authored numerous policy reviews and blogs addressing education reform, school choice, and transparency initiatives. His op-eds consistently advocate for evidence-based policies to enhance educational equity and government accountability.
