Maurice D. Kugler is a Professor of Public Policy in the Schar School of Policy and Government at George Mason University, where he also serves as Co-Director of the Center for Micro-Economic Policy Research (CMEPR). He has held significant positions including Head of Research for the UN's Human Development Report and Senior Economist at the World Bank. Prior to joining George Mason, he was a Visiting Professor of Public Policy at Harvard University's Kennedy School of Government (2006-2010) and has taught full-time at several prestigious institutions worldwide.
His educational background includes a PhD in Economics from the University of California, Berkeley (advised by Nobel Laureate Paul M. Romer), and BSc and MSc degrees in Economics from the London School of Economics and Political Science.
Kugler's research focuses on the role of new technologies in boosting economic growth and labor productivity, with expertise spanning endogenous growth theory, productivity growth, global labor markets, foreign direct investment, global value chains, human capital formation, international trade, and international migration. His work often centers on developing economies, particularly Colombia, examining how policy interventions affect economic outcomes.
His research portfolio shows a consistent focus on labor markets in developing countries, particularly examining the impacts of technology adoption, trade policies, and social programs. Recent work has addressed contemporary challenges including the effects of automation on developing economies, the economic consequences of the COVID-19 pandemic, and digital infrastructure development.
