Matthew William Saul is an Associate Professor of Law at the Norwegian Centre for Human Rights, University of Oslo. His academic career includes roles at Inland Norway University of Applied Sciences (2019–2023) and Durham University (2008–2013). He holds a PhD from the University of Sheffield (2009) and has conducted post-doctoral research at the European Research Council-funded MultiRights project.
His research focuses on intersections of international law with political processes, including subnational human rights governance, parliamentary interactions with international courts, and post-conflict reconstruction policy. Notable works include Popular Governance of Post-Conflict Reconstruction (2014) and co-editing The International Human Rights Judiciary and National Parliaments: Europe and Beyond (2017). His recent scholarship addresses local authorities' roles in European human rights systems.
Key contributions span editorials in International Journal of Human Rights and European Journal of International Law, with a focus on judicial methodologies and democratic legitimacy. Saul’s work bridges legal theory with practical governance challenges in conflict and transitional contexts.
