Matthew Stitt is an Adjunct Lecturer and Distinguished Fellow at the Fels Institute of Government, University of Pennsylvania. He concurrently serves as Director and National Lead for Equitable Recovery at PFM Group Consulting LLC, focusing on budget equity initiatives in cities like Syracuse, Norfolk, and Lancaster. His work emphasizes applying an equity lens to public finance challenges, particularly in post-pandemic recovery. Previously, he was Chief Financial Officer of the Philadelphia City Council, overseeing multi-billion-dollar budgets and advising on fiscal legislation.
He holds a BA from Haverford College and Executive degrees from Temple University (MBA) and Fels (MPA). Active in governance, he serves on boards including the Philadelphia Energy Authority and Philadelphia Accelerator Fund. His research co-authored publications on equitable budgeting practices, including a 2021 Government Finance Review article.
