Mary A. Kroeger is an Assistant Professor of Political Science at the University of North Carolina at Chapel Hill. Previously, she served as an Assistant Professor at the University of Rochester from 2017 to 2020. She holds a Ph.D. in Politics and Social Policy from Princeton University and a B.A. from the University of North Carolina at Chapel Hill.
Her research focuses on U.S. state politics, American political institutions, and the role of non-legislative actors in shaping statutory law. Key interests include bureaucratic-legislative interactions, policy diffusion, and quantitative methods. Her book project, Outsourcing Legislation: How Non-Legislators Write U.S. State Law, examines how interest groups, companies, think tanks, and unelected bureaucrats influence legislative text, particularly in resource-constrained legislatures. She employs unique datasets, including textual analysis of model legislation and California bill summaries, to study legislative dynamics.
Additional research explores changes in bill text during legislative processes, shedding light on power distribution among legislative actors.
