Markus Kotzur is a Professor of European and International Law at the University of Hamburg's Faculty of Law. He currently serves as Vice Dean for International Affairs and Research, and has held leadership roles including Prodekan für Internationales (since 2019) and President of the Europa-Kolleg Hamburg (since 2019). Previously, he was a Professor of European and Public International Law at Leipzig University (2005-2012) and held visiting positions in Spain, India, and Germany.

His research focuses on European integration, international human rights, comparative constitutional law, and cross-border cooperation in Europe. He has contributed to legal scholarship through his habilitation on European border-region collaboration (2002) and editorial roles in the Archiv des Völkerrechts and the Institute for European Integration's publications. Awards include the Promotionspreis der Stadt Bayreuth.
