Marko Kovačić is an Associate Professor at the University of Rijeka and teaches methodological courses at Algebra College. His work bridges public policy and political sociology, with a thematic focus on youth issues and educational policy. He leads the micro-qualification program in Public Policy Analysis at the University of Rijeka and contributes to European youth policy through roles in expert working groups, EU Council presidencies, and the Council of Europe’s Pool of European Youth Researchers.

Recent publications highlight methodological frameworks for policy design, institutional trust during crises, and the role of debate in cognitive development.
Scientific Contributions include advisory roles in EU youth policy, membership in editorial boards of scientific journals, and project evaluations for European institutions. He has organized policy debates and contributed to national youth certification systems, civic education programs, and Croatian curriculum reforms.
Advocacy includes co-organizing the 2016–2017 Croatia Can Do Better protests for educational reform and active involvement in youth organizations. His work emphasizes democratic consolidation, participatory policymaking, and addressing horizontal governance challenges in youth policy.
