Mark F. Flanagan is an Associate Professor in the School of Electrical and Electronic Engineering at University College Dublin (UCD) and a Funded Investigator at CONNECT, UCD's research centre for future networks and communications. He holds B.E. and PhD degrees in electronic engineering from UCD (1998, 2005) and completed postdoctoral research at the University of Zurich, University of Bologna, and University of Edinburgh.
His research encompasses:

- Reconfigurable Intelligent Surface Aided Communications
- Energy Harvesting Communications
- Ultra-Reliable Low-Latency Communications
- Non-Orthogonal Multiple Access
Prof. Flanagan has received the IRC Consolidator Laureate Award (2018), SFI Stokes Lectureship Award (2008), and DLR-DAAD Fellowship (2014). He serves as Executive Editor for IEEE Communications Letters, Vice-Chair of the IEEE Communications Society's Reconfigurable Intelligent Surfaces Special Interest Group, and member of the Irish Signals and Systems Conference Steering Committee since 2012. As a Senior IEEE Member, he regularly reviews for agencies including the NSA and NSF.
