Prof. Marcel Boogers is a Professor of Public Governance and Management at Utrecht University's School of Governance, part of the Faculty of Law, Economics and Governance. He holds an endowed chair in Democracy and Transition, established in collaboration with bureau Necker, focusing on democratic process design. Previously, he served as a professor of Innovation and Regional Governance at the University of Twente and held positions at Tilburg University, Radboud University Nijmegen, and Maastricht University.
His research focuses on democratic transitions, local governance, regional policy, and institutional reform. Key areas include public participation in energy strategies, municipal election dynamics, and intermunicipal cooperation. Boogers is editor-in-chief of the journal Bestuurswetenschappen and a board member of the Association for Public Administration.
He actively engages with media, contributing expert commentary on topics like low voter turnout in municipal elections, local referenda challenges, and regional governance crises. His recent work addresses the democratic quality of local elections, the evolving role of aldermen, and administrative culture variations across municipalities.
Boogers has advised on regional policy frameworks and evaluated intermunicipal cooperation structures, emphasizing democratic accountability in polycentric governance systems. His research often bridges theoretical governance models with practical political realities in Dutch municipalities.
