Marc L. Miller is the Ralph W. Bilby Professor of Law and former Dean (2012-2025) at the University of Arizona James E. Rogers College of Law. He holds a JD from the University of Chicago Law School (1984) and a BA in Politics, Philosophy, and Economics from Pomona College (1981). His research bridges environmental and criminal law, emphasizing legal theory, prosecutorial accountability, sustainability science, and interdisciplinary collaboration.
Miller’s scholarship critically examines the intersection of law and policy, particularly in areas resistant to external oversight. He co-founded the Federal Sentencing Reporter and authored over 70 articles on topics ranging from prosecutorial discretion to environmental policymaking. His environmental work often involves natural/social scientists to address sustainability challenges. At Arizona, he collaborates across disciplines and serves on university-wide committees.
Before Arizona, he spent 17 years at Emory University School of Law, holding leadership roles like Associate Dean. Earlier, he clerked for Chief Judge John Godbold, advised the DOJ, and served at the Vera Institute of Justice. He is a member of the American Law Institute and advises criminal justice/environmental organizations globally. His work emphasizes transparency, empirical analysis, and systemic accountability in legal frameworks.
Key contributions include co-authoring major casebooks on criminal procedure and sentencing, and pioneering empirical studies on prosecutorial decision-making. His environmental publications address science-policy linkages and regulatory frameworks for sustainability. Miller’s career reflects a commitment to bridging legal theory with practical reform across multiple domains.
