Mandy van Rooij is a Visiting Fellow at the Faculty of Law of Vrije Universiteit Amsterdam, holding positions in Constitutional and Administrative Law, Public Contract Law, and the Kooijmans Institute. She works as a Legislation Jurist at the Ministry of Interior and Kingdom Relations, focusing on constitutional matters. Her research centers on public order maintenance, municipal governance, and public-private regulatory interactions in semi-public domains.
Education includes a PhD from Vrije Universiteit Amsterdam (Order in the Semi-Public Domain, 2017), an LL.M. in Constitutional & Administrative Law from Utrecht University (2010), and an LL.B. from Utrecht University (2009).
Research interests emphasize the legal frameworks governing public order, municipal authority, and privacy in semi-public spaces. Her work explores how private actors contribute to public interests and the interplay between public and private regulatory mechanisms. Recent studies address data exchange between public and private entities and the convergence of legal sanctions across legal domains.
Her articles analyze hybrid enforcement models, privacy in semi-public spaces, and legal harmonization challenges. She actively participates in academic networks like the Dutch Society for Legislation and contributes to the journal RegelMaat as redactiesecretaris.
Van Rooij has engaged in expert meetings on counter-terrorism and social exclusion, lectures on public order law, and organizes conferences on legal paradoxes in security policies. Her work bridges theoretical legal analysis with practical governance challenges at the municipal level.
