Luís Ramos

Luís Ramos is a Professor at the University of Trás-os-Montes and Alto Douro (UTAD) since 1999, specializing in territorial planning and regional development. He holds a PhD in Social Sciences from the University of Paris X – Nanterre, with postgraduate studies in Development Policy (Mediterranean Agronomic Institute of Montpellier) and European Studies (Portuguese Catholic University).

His research focuses on territorial development, EU cohesion policy, public policy evaluation, and climatic challenges. He has led projects such as the Environmentally Sustainable Urban Agenda for Eixo Atlântico municipalities and contributed to initiatives like the Douro SocioEcoLL and Data4LowDensity research groups.

Notable publications include analyses of low-density territorial challenges, sustainable urban policies, and methodological critiques of land-use assessments. His work bridges academic research with practical policy recommendations for underdeveloped regions.
