Luis M. Perez serves as the Defense Intelligence Agency (DIA) Chair and Assistant Professor at the Dwight D. Eisenhower School, part of the National Defense University. With over 36 years of experience in intelligence, he holds dual roles in academia and defense planning. His military career included assignments in tactical intelligence, counterintelligence, and operations across the Indo-Pacific, Latin America, and the Middle East. As a civilian, he specialized in combatant command intelligence planning, joint operations, and strategic policy development.

Research & Expertise: Focuses on integrating intelligence capabilities for national security, adaptive planning systems (APEX), and evolving defense strategies through 2035. Key areas include all-source analysis, HUMINT/SIGINT operations, and Great Power Competition strategies. His work bridges military doctrine, joint intelligence operations, and policy innovation.
Contributions: Led development of intelligence support plans for global contingency operations, co-authored the 2018-2022 Consolidated Intelligence Guidance, and pioneered the DoD’s Joint Concept for Intelligence Operations (JCIO). His efforts emphasize enhancing intelligence interoperability and strategic foresight across defense and national agencies.
