Louise Skoog is an Associate Professor in Political Science at Umeå University since 2023, specializing in local democracy, multi-level governance, and the political dynamics of public service location. Based in the Department of Political Science at Umeå University, her research examines center-periphery divides and political conflicts in Swedish and European municipal contexts.
Her educational background includes a PhD in Public Administration from the University of Gothenburg (2019), following earlier research positions at the same institution. This foundation informs her empirical approach to governance challenges.
Dr. Skoog's research centers on how political decision-making regarding public service locations is legitimized across diverse communities. She investigates the tension between urban efficiency and rural accessibility, examining how marketization and parliamentary structures reshape local political conflicts. Her work reveals how service closures become flashpoints for broader debates about democratic representation and spatial equity, particularly in Sweden's shrinking rural regions.
Her recent publications (2023-2025) demonstrate a concentrated focus on empirical analysis of service location conflicts through large-scale surveys and comparative case studies. This work consistently connects micro-level council dynamics to macro-level governance structures, with increasing attention to European cross-national patterns and the material symbolism of public buildings in rural marginalization.
Dr. Skoog has received significant recognition including:
- Umeå Municipality’s Scientific Award (2024)
- Faculty of Social Sciences' Teaching Award, University of Gothenburg (2018)
- Göta Student Union's Teaching Award, University of Gothenburg (2014)
She secures substantial research funding as principal investigator of the Formas project 'The location challenge of public services' (7 million SEK, 2021-2025) examining democratic governance of public service access nationwide. As co-applicant, she contributed to the 'Local Food - For a Better Climate' network (200,000 SEK, 2023) and the Swedish Research Council project 'Competitive democracy in Swedish local government' (2.8 million SEK). Her teaching portfolio spans Research Methodology, Democratic Theory, Local Politics, and Public Administration, reflecting her commitment to mentoring students at all levels.
Dr. Skoog leads the interdisciplinary network 'Public Buildings in Rural Areas – Materiality, Power and Marginalisation' exploring how public infrastructure shapes community belonging. She actively participates in 'Team Nordic Shrinkage', the 'Network for Rural Issues and Crisis Preparedness', and the 'Network for Research on Regional Development Coordination', all addressing governance challenges in depopulating regions through cross-disciplinary collaboration.
