Locknie Hsu is a Full-time Professor of Law at the Yong Pung How School of Law, Singapore Management University (SMU), holding the position since January 2015. Previously, he served as Associate Professor at SMU (2007-2014) and held multiple leadership roles including Associate Dean (Teaching & Curriculum) and Senior Fellow at the Intellectual Property Academy, Singapore. His academic career spans over three decades, with prior appointments at the National University of Singapore (NUS), including roles as Senior Tutor, Lecturer, and member of the Faculty of Law.
Education: LL.M. from Harvard University (1990); LL.B. from NUS with Second Upper Honours (1985). Professional qualifications include Advocate & Solicitor, Singapore (1986).
Research interests focus on international trade and investment law, dispute settlement mechanisms, ASEAN economic integration, digital commerce law, and the Belt and Road Initiative's legal implications. He has authored seminal works such as Trade and Investment Innovation and Their Impact on Access to Medicines: An Asian Perspective (2016) and contributed to flagship journals like the Journal of International Economic Law and Journal of World Investment and Trade.
His awards include multiple Dean’s Teaching Excellence Awards (2021, 2014), Most Outstanding Teacher recognitions (2016, 2013, 2012), and nominations for prestigious fellowships. He actively advises on trade policy, serving on bodies like the Singapore Anti-dumping Tribunal and the ASEAN Law Association's Legal Harmonization Working Group.
Professional roles include President of the Society of International Economic Law (2025–present), Editorial Advisory Board member for the Journal of International Economic Law, and Ambassador for the Global Business Blockchain Council. He coordinates cross-jurisdictional initiatives such as the WTO-NUS Regional Trade Policy Course and chairs the ASEAN Law Association's Trade and Investment Group.
His work bridges legal theory and practice, with current projects addressing trade dispute avoidance, digital economy sustainability, and ASEAN's evolving legal frameworks. He teaches courses on Law & Digital Commerce and Contract Law at SMU.
