Liu Hao

Liu Hao is a Professor and Executive Chair at the School of Global Governance, Beijing Institute of Technology (BIT). He also serves as Secretary General of the Joint Authorities for Rulemaking on Unmanned Systems (JARUS). His expertise spans Air and Space Law, Digital Economy, and Global Governance, with a focus on emerging technologies in aerospace, including unmanned aviation, sub-orbital flight, Higher Airspace Operation (HAO), and commercial space ventures.

He actively contributes to international organizations like the International Civil Aviation Organization (ICAO) and JARUS, driving innovation and regulatory frameworks for the aerospace sector. Since 2009, he has shaped China’s legislation in air, space, and digital economy, emphasizing AI integration and human-centered data governance.

Notable engagements include organizing events such as '30 Years of Internet in China' (2024) and 'Data Governance in the Context of Emerging Technologies' (2022).
