Lily Batchelder is the Robert C. Kopple Family Professor of Taxation at NYU School of Law, a leading scholar in tax law and policy. She is affiliated with the NYU Wagner School of Public Service and serves as faculty director of the Furman Public Policy Program and co-founder of the Tax Law Center at NYU Law. Her work emphasizes balancing public interest in tax policy against private interests, with expertise in business tax reform, wealth transfer taxes, and income/wealth disparities.
Education: JD, Yale Law School (2002); MPP, Harvard Kennedy School (1999); AB in Political Science, Stanford University (1994 with honors and distinction).
Key roles include Assistant Secretary of Tax Policy at the U.S. Treasury (2021–2024), Deputy Director of the White House National Economic Council (2014–2015), and Majority Chief Tax Counsel for the Senate Finance Committee (2010–2014).
Her research spans tax policy’s impact on equity and efficiency, including behavioral considerations in tax design and optimal taxation of high-income individuals. She advises policymakers and has testified before Congress, contributing to landmark legislation like the Inflation Reduction Act.
