Laura Shannon is a Researcher at the Institute of Public Administration (IPA), affiliated with the Whitaker School of Government and Management. She joined IPA in April 2016 and specializes in local government, public policy, and philanthropy-government partnerships. Her work includes contributions to the Local Government Research Series and evaluations of participatory budgeting initiatives. She holds a first-class MA in Society and Space from Maynooth University, with her thesis published in the IPA journal Administration.
Key research areas include regional governance frameworks, civic engagement mechanisms, and the impact of philanthropic investments on public policy. As editor of the Local Authority Times, she provides critical analysis and dissemination of local government topics through this expert-led publication.
Laura’s projects have addressed Ireland’s Age Friendly Cities program, Atlantic Philanthropies’ influence on government practices, and South Dublin County Council’s participatory budgeting.
