Lara B. Fowler

Lara B. Fowler is a Senior Lecturer at the School of International Affairs (SIA) at Pennsylvania State University. She holds a J.D. from the University of Washington (with honors) and an A.B. from Dartmouth College, alongside participation in Harvard's Program on Negotiation. Her expertise spans environmental law, water resource management, and climate policy, with a focus on transboundary conflicts, stakeholder engagement, and legal frameworks for resource governance.

Her research addresses pressing issues such as climate-driven migration in Arctic regions, sustainable water markets, and the integration of informal resilience practices into formal flood planning. She has led projects like the Harmonized Database of Western US Water Rights (HarDWR) and contributed to stakeholder-driven initiatives in renewable energy and biofuel policy. Her work emphasizes equitable solutions for water disputes and environmental justice challenges.

Dr. Fowler’s outreach includes advising on federal flood mitigation policies and collaborating with stakeholders in Pennsylvania and beyond. She is affiliated with the Lewis Katz Building at University Park, PA, and actively engages in interdisciplinary research at the nexus of law, environment, and policy.
