Kurt Willems serves as an Associate Professor at the Faculty of Law and Criminology, KU Leuven, where he chairs the Research Unit Public Law. He is also a member of the Leuven Centre for the Study of Islam Culture and Society (LCSICS) and LIVO – KU Leuven Educational Research Institute. His institutional roles include membership on the Council of the Faculty of Law and Criminology, POC Criminologische wetenschappen, POC Rechten, School of Education Board, and School of Education Permanente Onderwijscommissie.
Willems' research focuses on education law, administrative law, constitutional law, and human rights law, with particular expertise in European education law and religious rights in educational settings. His work examines critical issues such as freedom of education under the Belgian Constitution, balancing religious neutrality in public schools, special educational needs within the framework of international conventions, and student rights regarding examination processes.
His publication record demonstrates consistent scholarly output since 2009, with a concentration on education law topics from 2016 onward. Recent publications show increasing engagement with European education frameworks and human rights dimensions of educational policy. His research projects indicate active leadership in European education law initiatives, particularly through his role as promotor of the European Education Law Association (ELA) rollout project.
Willems actively participates in academic governance and doctoral education, serving on examination committees for doctoral candidates such as Christopher Borucki. His current research projects include 'Curricular rights: a new dimension of the right to education' (2022-2028), 'Principles of Good Citizenship in Administrative Law' (2018-2025), and 'Migration & Equal Opportunity in Education' (2016-2022), reflecting his sustained commitment to education law and administrative justice.
