Kiryl Kascian is a researcher at Vilnius University's Faculty of Communication, affiliated with the Department of Book, Media and Publishing Studies. His work focuses on political communication, electoral behavior, minority rights, and constitutionalism with particular attention to Eastern European contexts. He has led the Centre for Communication Influences and Propaganda Research and contributed to journals like Intersections, Institutiones administrationis, and Public Governance, Administration and Finances Law Review.
Educated at the University of Oxford (D.Phil. in Classical Archaeology, 1987) and the University of Ioannina (Honours Degree in History, 1980), his teaching includes quantitative research methods and communication sciences frameworks for Erasmus students. He serves on the editorial board of Public Governance, Administration and Finances Law Review and has advised on migration and minority policy issues in post-Soviet states.
Recent research emphasizes EU-Russian geopolitical tensions, minority language education policies in authoritarian regimes, and electoral discourses in Baltic and Eastern European countries. His work bridges classical humanities training with contemporary political sociology, often analyzing how institutional frameworks shape minority inclusion/exclusion dynamics.
