Kimberly A. Milligan

Kimberly A. Milligan is an Associate Professor in the Department of Chemistry at Delaware State University (DSU), serving as Director of the Delaware State Water Quality Lab (NELAP-certified) and the Hemp Analysis Lab. She is also Co-Chair of Student Success and a seasoned educator with over 15 years of experience. Her academic journey includes triple alma mater status from DSU: BS Chemistry (2001), MS Biological Sciences (2004), and PhD Applied Chemistry (2012).

Research focuses on water quality analysis, hemp chemistry, and drug delivery systems. She pioneered DSU’s Hemp Analysis Lab (2019), one of the first academic hemp research facilities in the U.S. Her work includes developing biocompatible drug delivery systems (funded by NASA) and advancing water quality testing technologies. Over 35 students have been mentored under her supervision, emphasizing STEM equity and experiential learning.

Key achievements include NELAP accreditation of the Water Quality Lab, leadership in online pedagogy during the pandemic (earning SME recognition), and securing over $5M in grants for education and research. Awards span academic excellence, teaching innovation, and community engagement.

Teaching responsibilities include General Chemistry, Chemical Toxicology, and courses in health sciences. She chairs excellence awards committees, advises multiple STEM organizations (e.g., NOBCChE, ACS), and drives institutional initiatives like the TEAL program. Her labs support environmental testing and industrial hemp analysis, serving Delaware and regional stakeholders.
