Dr. Kevin S. Marshall is the Frank Lizarraga Endowed Dean of the College of Law and Public Service at the University of La Verne, where he also holds the rank of Professor of Law. He concurrently teaches economics, finance, and public policy at the University’s College of Business. His academic career spans over three decades, combining legal practice, interdisciplinary research, and leadership in higher education.
Marshall earned a BA in Economics (cum laude, Phi Beta Kappa) from Knox College, a JD from Emory University School of Law, and a PhD in Political Economy from the University of Texas at Dallas. His doctoral work focused on U.S. trade policies, specifically countervailing and antidumping regulations. He also holds an MPA from UT Dallas and completed graduate studies in quantitative economics.
His research bridges law and economics, emphasizing antitrust, contract damages, forensic economics, and regulatory policy. Notable contributions include works on punitive damages, economic waste in contract enforcement, and the political economy of trade laws. His publications have been cited in judicial decisions, legal treatises, and peer-reviewed journals globally.
Marshall’s professional roles include serving as an expert economist in federal and state courts, advising on complex economic disputes. He has authored/co-authored over 20 books and 50+ articles, and his work received the 2008 Pacific Southwest Academy of Legal Studies Best Paper Award. He also serves as Editor-in-Chief of multiple law and economics journals.
Awarded the 2012-2013 Professor of the Year and inducted into the University of La Verne’s Academy for Research Excellence, Marshall’s leadership extends beyond academia through contributions to legal policy and public administration. His interdisciplinary approach integrates economic analysis with legal frameworks to address contemporary issues in law, public policy, and global markets.
