Kevin Morgan is Professor of Governance and Development at the School of Planning and Geography, Cardiff University, a position he has held since 1994. He is also a Senior Research Associate at Orkestra – Basque Institute of Competitiveness, contributing to research on regional competitiveness and transformative development. He previously served as Senior Lecturer and Lecturer in urban and regional planning at Cardiff, and as a Research Fellow at the University of Sussex.

His professional engagement includes high-level policy advising, notably as Special Adviser to the European Commissioner for Regional Policy since 2015 and as a Regional Member of the European Commission’s Advisory Group on Smart Specialisation since 2011. These roles highlight his influence in shaping EU regional development strategies.
Kevin Morgan is actively involved in action-research and transformative research labs focused on sustainable territorial development, particularly through his collaboration with Orkestra. His work bridges academic research and practical policy implementation, emphasizing evidence-based governance for regional growth.
