Kelly Sims Gallagher is the Dean and Professor of Energy & Environmental Policy at The Fletcher School, Tufts University. She directs the Climate Policy Lab and the Center for International Environment & Resource Policy. Her research focuses on energy and climate policy, technological innovation processes, and green industrialization, with emphasis on the U.S. and China. She served in the Obama Administration as a Senior Policy Advisor (White House OSTP) and Senior China Advisor (U.S. State Department). Gallagher holds a PhD and MALD from Tufts University and an AB from Occidental College. She is a non-resident Scholar at the Carnegie Endowment and serves on the Energy Foundation China board.
Education: PhD in International Affairs (Tufts, 2003), MALD (Tufts, 2000), AB in Environmental Studies (Occidental College, 1995).
Research interests include policy-driven energy technology deployment, international climate finance, and green industrial policy. Key publications include Titans of the Climate (2019), The Coming Carbon Tsunami (2022), and China Shifts Gears (2006). Her work analyzes climate policy effectiveness, global energy transitions, and geopolitical dimensions of climate action.
