Kelcie Ralph is an Associate Professor at the Bloustein School of Planning and Public Policy at Rutgers University. She specializes in transportation planning with a focus on travel behavior of special populations and the decline in driving among young adults. Previously at UCLA’s Luskin School of Public Affairs, her work bridges transportation policy, urban planning, and social equity. She holds a Ph.D. from UCLA, an M.E.P. from Cambridge University as a Marshall Scholar, an M.C.D.S.S. from the London School of Economics, and a B.S. in Economics from the University of Alaska Anchorage.
Her research examines mobility patterns through lenses of race, class, disability, and political dynamics. Notable areas include micromobility adoption (e-scooters/cycling), traffic enforcement reform, and equity in transportation accessibility.
