Professor Katy Burch is a Professor and Assistant Director at the Institute of Public Care (IPC), Oxford Brookes University. She leads applied research and evaluation efforts, focusing on children’s services, social care innovation, and policy implementation across the UK. Her work includes evaluating major national programs like the Adoption Support Fund and Social Care Innovation Fund. Formerly a child care lawyer, she advises governmental and voluntary sector organizations on improving service delivery through evidence-based practices.
Her expertise spans domestic abuse support, therapeutic interventions for traumatized children, and family services for caregivers or parents with learning disabilities. Katy collaborates with national and local clients on commissioning strategies, market shaping, and organizational change. She supports the IPC’s Academic Partnership program by providing long-term consultancy on service improvements and systemic reforms.
Leveraging over two decades of experience in social care and policy, Katy’s research emphasizes early intervention, prevention, and safeguarding in children’s services. Her evaluations often address complex issues such as fostering resilience in vulnerable families and optimizing service integration between health and social care sectors.
