Kathleen Brennan is an Adjunct Professor at the University of Connecticut's School of Public Policy and concurrently serves as Deputy Commissioner of the Connecticut Department of Social Services (DSS). She has 22 years of state service, overseeing DSS's Division of Health Services, Office of Child Support Services, and other critical departments. Her role involves implementing state initiatives, representing DSS in legislative and board matters, and guiding contract procurement practices. Brennan holds a B.A. in Political Science and Philosophy from SUNY Binghamton and a Juris Doctor from Vermont Law School. She is a key figure in advancing equitable contracting practices through her co-chair role in the Governor’s Cabinet on Nonprofit Health and Human Services.
