Katherine Willoughby serves as the Margaret Hughes and Robert T. Golembiewski Professor of Public Administration and Professor of Public Administration and Policy at the University of Georgia's School of Public and International Affairs, where she also directs the PhD Program in the Department of Public Administration & Policy. With 30 years of academic experience, she is internationally recognized for her expertise in public management, budgeting, and finance, particularly regarding performance budgeting systems in U.S. state governments.
Her research focuses on the legal foundations and practical implementation of budgeting frameworks across governmental levels, with comparative analyses of U.S. practices against six other nations. Key contributions include examining relationships between budgeting and policy development in executive offices, state revenue/expenditure management, and performance budgeting applications in juvenile justice systems. Her work bridges theoretical public administration with practical governmental implementation.
Dr. Willoughby holds the prestigious distinction of National Academy of Public Administration (NAPA) fellow. She served as grading team leader for the Government Performance Project funded by the Pew Charitable Trusts, which evaluated management practices across all 50 U.S. states. Her extensive global consulting portfolio includes training government officials worldwide on budgeting best practices and financial management systems.
