Kate Menken is a Professor of Linguistics at Queens College of the City University of New York (CUNY) and a Research Fellow at the Research Institute for the Study of Language in an Urban Society at the CUNY Graduate Center. She serves as Co-Editor in Chief of the journal Language Policy and holds leadership positions with the New York State Association for Bilingual Education as Co-Chair of the Advocacy Committee and a Delegate.
Menken earned her Ed.D. from Teachers College, Columbia University. Her academic credentials have positioned her as a leading scholar in language education policy with a focus on urban educational contexts.
Dr. Menken's research centers on language education policy, bilingual education, and the experiences of emergent bilingual students in U.S. public schools, with particular emphasis on New York City. She is a leading scholar on the gentrification of dual language bilingual education programs, examining how these programs increasingly serve predominantly white, middle-class students while displacing their original purpose of serving language minority students. Her work explores translanguaging pedagogy as an ideological stance that challenges monolingual policies in educational settings. Menken investigates how educators interpret, negotiate, and sometimes resist language policies in their classrooms, positioning teachers as central actors in the language policy process. She has published extensively on language assessment, standardized testing impacts on emergent bilinguals, and the implementation of the Common Core standards for bilingual students.
Menken's scholarly trajectory demonstrates a clear evolution toward examining the sociopolitical dimensions of bilingual education, particularly the phenomenon of gentrification in dual language programs. Her recent work increasingly focuses on solution-oriented approaches to create more equitable bilingual education systems that serve their intended populations. She critically examines how school leaders use dual language programs to 're-engineer' student populations for school turnaround initiatives, often to the detriment of emergent bilingual students. Her research connects language policy with broader issues of educational equity, race, and socioeconomic status in urban education contexts, with particular attention to New York City's complex linguistic landscape.
Menken has received significant recognition for her contributions to the field, including leadership roles in professional organizations and invitations to present at major conferences. She has been featured as a speaker at events including the National Association for Bilingual Education conference and has participated in public forums with notable figures such as Congresswoman Alexandria Ocasio-Cortez. Her work has been supported by funding from organizations including the National Science Foundation.
As a researcher and advisor, Menken has directed significant projects including the CUNY-NYSIEB (New York State Initiative on Emergent Bilinguals) project, which developed resources for implementing translanguaging pedagogy in schools. Her work bridges theory and practice, providing concrete resources for educators working with emergent bilingual students. She has collaborated extensively with New York City public schools to develop and implement transformative approaches to bilingual education that honor students' full linguistic repertoires.
Menken maintains active affiliations with the Research Institute for the Study of Language in an Urban Society (RISLUS) at the CUNY Graduate Center and has established herself as a leading voice in national conversations about bilingual education policy and practice. Through her extensive publications, presentations, and advocacy work, she continues to shape the discourse around equitable language education for emergent bilingual students.
