Kara Ellerby is an Associate Professor in the Department of Political Science & International Relations at the University of Delaware, affiliated with the College of Arts & Sciences. She holds a Ph.D. in Political Science from the University of Arizona (2011). Her research focuses on the intersection of artificial intelligence governance, emerging technologies, and global gender equality policy, with particular attention to how gender dimensions are integrated into AI policy frameworks. She has authored award-winning work, including the book No Shortcut to Change: The Unlikely Path to a More Gender Equitable World (2017), which won the 2018 APSA Victoria Shuck Award for best book on women and politics.
Her teaching portfolio includes undergraduate courses on global politics, gender and politics, and social justice, as well as graduate courses in Feminist International Relations and International Organizations. Her research spans post-conflict gender inclusion, comparative policy analysis in Africa, and the dynamics of quota diffusion for women's political representation. Recent work examines AI strategy in post-Soviet states and the complexities of gender mainstreaming in peace processes.
Dr. Ellerby's scholarly contributions include analyses of gender equality policies in Africa, critiques of peace processes' substantive representation of women, and explorations of hybrid governance models for inclusive leadership. Her work bridges theoretical frameworks from international relations, gender studies, and political theory with empirical case studies across Latin America, Africa, and post-Soviet regions.
