Justin Downs

LCDR Justin Downs is a faculty member in the Computer Science Department at the United States Naval Academy, teaching courses including Computer Networks (IC322), Software Engineering (IC470), and Human Data Interaction (SD322). He earned his MS in Computer Science from the Naval Postgraduate School with specialization in computer vision and AI.

His research focuses on computer vision techniques for object detection in noisy environments and geospatial-temporal analysis of satellite data using TensorFlow. His work at the National Reconnaissance Office involved managing machine-learning truth labels for national imagery and developing novel ground-truth collection methods.

With operational experience as an Air Defense Coordinator aboard USS Nimitz and as a Navy Search and Rescue pilot, his work bridges technical computing and defense applications. He maintains active research in AI/ML applications for defense systems.
