Dr. Julie Fraser is an Assistant Professor at Utrecht University's Faculty of Law, Economics and Governance, specifically within the Department of International and European Law. She is affiliated with multiple research centers including the Netherlands Institute of Human Rights (SIM), Montaigne Centre, Utrecht Centre for Water, Oceans and Sustainability Law (UCWOSL), and the 'Fair Transitions' platform. Dr. Fraser teaches in both bachelor and master programs, focusing on public international law, international criminal law, Transitional Justice, and human rights law. She was nominated for law lecturer of the year at Utrecht University in 2022 and served as education manager for the department of International and European Law from 2021-2024.
Dr. Fraser's educational background includes a PhD (awarded 2018), a BA and LLB (honours) from the University of Melbourne, Australia, and an LL.M (cum laude) from Utrecht University. Her doctoral work, which was published as a monograph by Cambridge University Press in 2020 titled 'Social Institutions and International Human Rights Law Implementation: Every Organ of Society,' received the Max van der Stoel Prize in Human Rights in 2019.
Her research interests span multiple intersecting fields with a strong emphasis on human rights and the environment, particularly focusing on climate change justice. She explores relationships between Islamic law and international law, transitional justice mechanisms, and how alternative justice systems address climate-related disputes. Her 2024 field work in Kenya examined dispute resolution mechanisms for climate change impacts. Her publications reveal a consistent focus on legal pluralism, cultural contexts in human rights implementation, and innovative approaches to environmental justice through legal frameworks.
Dr. Fraser has received significant recognition for her work, most notably the Max van der Stoel Prize in Human Rights in 2019 for her doctoral research. Her scholarship has been published with prestigious academic presses including Cambridge University Press, and she contributes regularly to leading journals in the field.
As an educator and mentor, Dr. Fraser runs the Decolonisation Reading Group with staff and students from the Public International Law LLM program. She serves as faculty advisor for the Utrecht Journal of International and European Law and sits on the Board of the Leiden Journal of International Law. Her editorial work includes contributions to the Netherlands Yearbook of International Law and the Utrecht Law Review.
Dr. Fraser is actively involved in multiple research platforms and teams. She is a senior peace fellow with the Public International Law & Policy Group, working on transitional justice and criminal accountability projects. She serves on the 'Fair Transitions' platform, which works toward safe, inclusive and climate-resilient landscapes. Her research connects with the Institutions for Open Societies (IOS) framework at Utrecht University, particularly through the IOS - Fair Transitions and IOS - Gender, Diversity and Global Justice initiatives.
