Judy Tupper is a Research Professor in the Public Health Program and Director of the Population Health Program at the Catherine Cutler Institute, Muskie School of Public Service, University of Southern Maine. She leads applied research and manages the Integrated Management Team of the Cutler Institute, coordinating the Certificate of Graduate Study in Healthcare Quality and Patient Safety. Her expertise spans healthcare quality, patient safety, health literacy, workforce training, and online education.
- Education: Doctorate in Health Education (A.T. Still University), MS in Human Development (University of Maine), BS in Health and Family Life Education (University of Maine).
Dr. Tupper’s research focuses on patient education, infection prevention, chronic illness management, and adult learning methodologies. She initiated the Maine Patient Safety Academy and collaborates internationally to advance inter-professional education. She currently teaches quality improvement, health communication, and healthcare workforce education courses across undergraduate and graduate programs.
As a Board member of the Maine Public Health Association, she advocates for evidence-based practices in public health policy. Her work emphasizes improving healthcare systems through patient safety initiatives and innovative educational modalities.
