João Moreira Rato

João Moreira Rato serves as Visiting Associate Professor at NOVA Information Management School (NOVA IMS), NOVA University Lisbon, while concurrently holding Chairman positions at Banco CTT and serving as research associate at the Systemic Risk Centre, London School of Economics.

His academic foundation includes:

• Ph.D. in Economics from the University of Chicago

His research integrates Economics and Finance with practical sovereign debt management expertise, focusing on systemic risk mitigation in global financial systems through empirical analysis of fixed income markets and monetary policy frameworks during crises.

Professionally, he engineered Portugal's successful return to sovereign debt markets as Chairman/CEO of IGCP during the European debt crisis (2012-2019), following 12 years at Goldman Sachs, Lehman Brothers, and Morgan Stanley in London-based Fixed Income roles. Current initiatives include advising Oliver Wyman on establishing Kuwait's Debt Management Office and evaluating Middle Eastern sovereign debt frameworks.
