Joseph Stevens is a retired Professor in the Department of Educational Methodology, Policy, and Leadership at the University of Oregon's College of Education. Previously, he held positions as a Professor of Educational Psychology at the University of New Mexico and as a measurement statistician at the Educational Testing Service. His research focuses on advanced statistical modeling applied to educational assessment and accountability, particularly longitudinal academic growth analysis and achievement gap evaluation. He is affiliated with the National Research and Development Center on Assessment and Accountability for Special Education (NCAASE) as a Co-Principal Investigator.

Research interests include individual differences, exceptional children, school effects, and the evaluation of teacher/classroom performance through statistical models. While retired, he remains engaged in teaching graduate courses such as Hierarchical Linear Modeling and Structural Equation Modeling.
Notably, Dr. Stevens' work with the NCAASE center examines growth trajectories of K-8 students in mathematics and reading, with an emphasis on subgroups and achievement disparities. He also explores alternative statistical frameworks for teacher and school performance evaluations.
